We invite submission of papers dealing with but NOT limited to the following topics: The selected papers will be presented along invited contributions at a conference that will be hosted by ADBI in Tokyo, on 16-17 November, 2017.

The conference is part of a series of activities and events organized and taking place in the framework of an ADBI-IDB-WTO research initiative on trade and economic integration adjustment.

It draws attention, in particular, to the consequences of the last Ministerial Conference and highlights prospects for the future of global trade regulation.

Geary Choe’s ambitious paper showcased a diverse and sophisticated understanding of research in public international law and interdisciplinary sources.

Another, opposite approach consists of examining the subject explicitly targeted by that mandate to study how it has evolved.

This method captures the impact or relevance of the agreements and actions resulting from a multilateral institution’s mandate without being institution-centric in the analysis.Choe used that research to examine the historical tension between the competing interests of trade vs.environment and concluded with original proposals of how to reconcile them within the WTO’s legal framework.We are looking for solid empirical research papers with a policy orientation.We welcome manuscripts that focus on Asian and Latin America and the Caribbean economies.Choe’s paper proposes expanding the World Trade Organization’s mandate to carve out a new exception for trade-restrictive measures in multilateral environmental agreements (MEAs).His process involved analyzing international conventions, WTO panel and appellate body reports as well as non-legal materials written by economists, environmentalists and non-governmental organizations.Instead, the current trend towards trade policymaking via FTA is likely to continue while the WTO focuses on plurilateral negotiations on narrow and discreet issues. The paper contributes to the literature on the analysis of global regulatory fragmentation and on trade policymaking.
